Group Decision-Making Methods
Introduction:
Sound decision-making is a requirement for organizations, think tanks, and research groups, especially when facing complex, interdisciplinary problems. Among all the formalized group decision-making methods, two leading methods—the Delphi Technique and the Nominal Group Technique (NGT)—stand out for their structured approach. Both procedures aim to harness the intellectual power of groups, but they differ in approach, communication method, and application. The Delphi Technique is a questionnaire technique appropriate for decision-making with isolated respondents. On the other hand, the Nominal Group Technique (NGT) is a highly controlled small-group process that focuses on idea generation (Cantrill, Sibbald, et al., 1996).
The Delphi Technique
The Delphi Method is a step-by-step and iterative methodology for collecting and refining expert opinions to reach a consensus about complex issues. The RAND Corporation first developed it, and its primary applications are in forecasting and problem-solving. The method has since found widespread application in various fields, including health sciences, education, library and information science, and public policy.
The Delphi Method involves multiple rounds of surveys. After each round, anonymous, aggregated responses are shared to foster critical reflection and reduce groupthink, allowing consensus to emerge gradually. It is effective for exploratory research and policy development, but not for evaluating the effectiveness of interventions. A key advantage is that all expert opinions carry equal weight but can be influenced by desirability bias. To address this, researchers should include questions that gauge desirability and use tools like the Knowledge Resource Nomination Worksheet (KRNW) to gather input from a diverse panel. The Nominal Group Technique (NGT)
The Nominal Group Technique is a systematic, in-person method for efficiently and promptly generating and ranking ideas. Participants start by writing down their ideas individually, which are then shared in a round-robin format. Following a discussion to clarify the ideas, each participant ranks their top choices, and the group compiles the scores to identify the priorities (Mullen, Kydd et al. 2021).

Similarities and Differences
Similarities: Both methods are designed to enhance group decision-making by minimizing the authority of vocal members and encouraging all members to contribute equally. Both approaches emphasize the importance of structured participation in making more informed and democratic choices. Additionally, both are particularly beneficial for handling complex issues that require multiple perspectives.
Differences: The Delphi method is an asynchronous and anonymous process, while the Nominal Group Technique (NGT) is a synchronous and face-to-face approach. Delphi works towards building consensus over time, while NGT works to rank ideas quickly. Additionally, the Delphi method is better used for strategic forecasting, while NGT is used for rapid problem-solving or action planning (Mullen, Kydd et al. 2021).

The Delphi and Nominal Group Techniques are valuable tools for structured group decision-making. The decision between the two depends on the specific context, the desired outcomes, and available time. The Delphi Technique is particularly suited for long-term strategic issues that require expert forecasting.
